What the measures promised, program by program
Each voter-approved program now has its own page, where what official documents promised sits beside what audited statements and program reports show — with the money by fiscal year, council votes, and audit findings on the same page. Sources behind every number; the comparisons are descriptive.

Accountability Ledger
What was promised, next to what the record shows. Each entry quotes the promising document, then reports the public record checked and its state — delivered, in progress, not yet due, overdue, or no record found. These are institutional promises (directives, ballot commitments, corrective plans); we assign no grades, and "no record found" means exactly that: a dated search that came back empty, which the next record can change.

Metro corrective action plan for Multnomah County SHS underspending
“The scale of Multnomah County's underspending in year two led Metro to initiate a corrective action plan that laid out a strategy and timeline for the county to distribute the unspent funds”
The record: Metro's FY2023-24 regional annual report states the plan was initiated; the same report shows Multnomah spent $143.5M of its $190.1M year-three budget (75%) with a $128.0M ending balance. The next annual report is the check on further progress.

Preschool for All: managing $213M in over-budget collections

The record: The county's own audit-report page discusses the surplus and expansion risks; the published 2027 rate increase (1.5%→2.3%, 3%→3.8%) proceeds as scheduled per the county's Rate Change Notice. Future county reports are the check on how the surplus is applied.

SHS 10-year goals: 5,000 supportive-housing placements; 10,000 households stabilized
“Ten-year regional goals: connect at least 5,000 households that have experienced long-term homelessness (with at least one disability and a very low income) to permanent supportive housing, and stabilize at least 10,000 households at risk of or experiencing short-term homelessness in permanent housing”
The record: Cumulative, years 1-4 (through June 30, 2025), per Metro's FY2024-25 regional annual report: 4,887 households placed in permanent supportive housing, the measure the 5,000-household goal counts. The report separately states that 9,022 households were placed in permanent housing of all types (permanent supportive housing, rapid rehousing and other programs) over the same four years; that broader count is not the same measure as the supportive-housing goal. Toward the 10,000-household stabilization goal, the report counts 4,135 households placed in permanent housing and an additional 19,134 households served with homelessness prevention (cumulative, years 1-4). Year four alone: 2,936 households placed in permanent housing, 1,394 of them in permanent supportive housing, and 4,064 households prevented from losing their homes.

The record: The renewed levy commences with fiscal year 2026-27, which began 2026-07-01; the first annual report on the renewed levy has not yet been published. The prior levy's spending is on this dashboard (FY2024-25: $63.8M spent vs $51.2M collected) with an independent auditor finding.

Person-level promise tracking (what an individual councilor said versus how they voted) is deliberately absent — the methodology defers it until the editorial infrastructure has earned it. The vote ledger and meeting transcripts carry the underlying record.
