On Your Ballot: November 3, 2026
Which City of Portland contests and measures are on the November 3, 2026 general election ballot, taken only from official City of Portland, Multnomah County, and Oregon Secretary of State documents. Every candidate is listed the same way, in the order printed on the ballot.
Who Votes on What
Portland's council terms are staggered. At the November 2024 election the Mayor and the councilors from Districts 1 and 2 were elected to four-year terms, while the Auditor and the councilors from Districts 3 and 4 were elected to initial two-year terms. So in 2026 only the City Auditor (citywide) and the District 3 and District 4 council seats are on the ballot; those elected now serve four-year terms.

Measure 26-267 (City of Portland)
Proposed by Initiative Petition
Ballot title (verbatim)
Caption
Amends Charter: Portland residents decide 2% of city’s annual discretionary budget.
Question
Should Portland create participatory budgeting program for residents to make binding decisions to spend 2% of city’s discretionary budget?
Summary
Currently, Mayor works with City Administrator, bureaus, and community to develop proposed budget; Council then considers, amends as needed and adopts following public hearings. If measure is not approved, this process would not change.
If measure approved, amended Charter would require Council to allocate an amount equivalent to at least 2% of the city’s adopted General Fund discretionary ongoing expenses (Council may identify funding from entire city budget to meet funding obligation) towards a participatory budgeting program that is:
Developed with input from oversight committee, selected by a process determined by Council, of residents from all Council districts
Open to any resident’s funding proposals for citywide or district projects:
Proposals assessed and refined into limited number of feasible projects by city staff and budget delegates from all districts in a transparent process
Feasible projects advance to binding selection process open, accessible to all residents
Operational July 2027
Under recent forecast, preliminary estimate:
16.4 million in FY 2027-28
17.0 million in FY 2028-29
Compliant with Oregon Local Budget Law
Other provisions.

Ranked Choice Voting in Three Sentences
Ranked choice voting lets you rank candidates in order of preference instead of choosing only one; in each of these contests you may rank up to six candidates, and ranking more candidates does not count against your first choice. ( multco.us/…/ranked-choice-voting-rcv · portland.gov/…/ranked-choice-voting-rcv · multco.us/…/multnomah_county_voters'_pamphlet_-_november_202 )
Each district elects three councilors by single transferable vote: a candidate whose votes reach a threshold (set by the number of seats plus one) is elected, and votes a winner receives beyond the threshold, and votes for candidates eliminated with the fewest votes, count toward those voters' next-ranked choices in later rounds until all three seats are filled. ( portland.gov/…/1 · portland.gov/…/ranked-choice-voting-rcv )
The City Auditor is elected citywide by instant runoff: if no candidate has a majority of first rankings, the candidate with the fewest votes is eliminated and those ballots count for their next-ranked choices, round by round, until one candidate has a majority. How This Page Is Built
- Sources are official only: the City of Portland Elections Office, Multnomah County Elections, and the Oregon Secretary of State. Every document is fetched at one request per second and archived before it is read.
- The candidate list is read from four official documents (the City register, the City's certified statement, a County sample ballot, and the County ballot content report). If they disagree on a single name, count, or position, nothing is published.
- Every candidate gets the same fields, in the order printed on the ballot. There are no photos, no quotes, no ratings, and no lists of supporters on this page; the Voters' Pamphlet links go to each candidate's own statement as filed.
- A filing status appears only as the City register itself printed it, with the date this site last read it there. Where the register prints no status for a candidate, none is shown here.
- Candidates are named only after an editor has verified every candidate in a contest; until then the contest shows its official count and links.
- Measure text, dates, and the ranked choice summary are checked word for word against at least two official documents on every update. Nothing here is a recommendation.
